PUBLIC LAW MASTER DEGREE PROGRAM

Goals:

  • The main goal of Public Law Master Degree Program, is to give a specialize education in specific areas of public law, to create new career opportunities for participants and to produce an added value in terms of the science of law.
  • In addition, the resolution of a number of deficiencies of the undergraduate degree learning is aimed by informing students about the international dimension of the science of law and the emerging disciplines. 
  • In this context, the program's objectives intend to expand the knowledge of students in the field of public law.

Objectives:

  • To equip the students with the methods and techniques of scientific research, thereby to help them on how to make a research on their interested areas, how to get information and benefit from these sources and, how use the information in order to reach a synthesis by using scientific methods.  
  • To give in-depth information to the students on chosen specialized fields, to encourage research at both national and international level in their fields, as well as to assist to enter into universal legal society.

Foundation & Recognition

The Institute of Social Sciences of Çağ University was founded in 1997 to educate and develop prospective leaders, managers, and entrepreneurs in private and public business organizations.

Public Law Master Degree Program has been approved to give a specialize education in specific areas of public law.

Certified by Higher Education Council: 13.10.2004 / 020451 - 1751  

Qualification Awarded

The students who have successfully completed the program will be awarded with a Masters Degree Diploma on Public Law.

Level Of Qualification

Master Degree Program in Public Law field (Second Cycle).

Specific Admission Requirements

Students who have started master's degree studies in other domestic or international universities may apply for admission according to Regulations of Council of Higher Education and Çağ University.

Specific Arrangements For Recognition Of  Prior Learning (Formal, Non-Formal And İnformal)

Students who have studied at other Universities may transfer Çağ University Programmes. Exemption is given for any other courses which have already been taken from other universities with passing grades and same content.

Qualification Requirements And Regulations

A student is required to have a minimum CGPA of 2.00/4.00 and no failing grades.

Profile Of The Programme

Public Law Master Degree Program is designed to equip the students with both theoretical and practical knowledge of the contemporary public law and so to develop their skills for the jobs in public and private organizations.

Occupational Profiles Of Graduates With Examples

Graduated students have opportunity to work in public and private institutions as managers or start their own small businesses. Most of them work in their family corporations and the others work in a wide range of business organizations.

Access To Further Studies

Students may apply to doctorate programs (Third cycle programs).

Examination Regulations, Assessment And Grading

The examination regulations are specified for each course. However, generally, there is 1 Midterm Exam, 1 Final Exam and term paper for each course. See the exam regulations, assessment and grading of each course in the Course Structure Diagram for details.

Graduation Requirements

The graduation requirements for Public Law Master Degree Program are as the same as the general qualification requirements and regulations of Çağ University. There is no additional requirement to secure the Public Law Degree provided that the students have passed all the courses in the curriculum with at least a DD grade, had a cumulative gross point average of at least 2.00 out of 4.00.

PUBLIC LAW MASTER DEGREE PROGRAM OUTCOMES (PO)

A successful candidate should be able to:

  1. Develop the theoretical knowledge acquired at undergraduate level on the basis of the information in the field of public law at expertise level and understand the interdisciplinary interaction.
  2. Combine theoretical and practical knowledge in the field of Public law with new gained information from different disciplinary areas; and resolve the disputes, especially those related to judicial organs, with using scientific research methods.
  3. Develop new strategic approaches and produce solutions regarding special problems in the field of Public law practice, especially at those common disputes at the judicial bodies.
  4. Evaluate information in the field of public law, with a critical eye to the rules of positive law, carry out independent advanced studies, prepare legislation considering the social needs.
  5. Follow up the developments in the field of public law discipline and national and international judicial decisions; transfer their own work with other disciplines in a systematic way.
  6. Communicate verbally and in writing at least with one foreign language; use advanced information and communication technologies with required level of computer software in the area.
  7. Data collection in the field Public law, its interpretation, taking into consideration the scientific and ethical values at the introduction of social stages, as well as teach and control over these values.
  8. Implement absorbed information in the field of public law and problem solving techniques at inter-disciplinary studies.

LAW-513 - Law and Ethics

Approaches on the problems of the philosophy of law from the past to the present, especially the current approaches in legal reasoning with legal interpretation methods, approaches to the concept of rights, theories, principles; In addition, current concerns about the ethics of the legal profession constitute the content of the course. The aim of this course is to comprehend the concept of ethics and the relationship between ethics and law, to understand the similarities and differences between law and ethics, to understand the importance and necessity of professional ethics and the place of ethical rules in terms of democracy, legality and justice.


LAW-522 - Thesis

This course provides a support for students to prepare their thesis. The content includes the following subjects; teaching the research methodologies, explaining the principles of thesis writing, identifying the problematic issues, selection of research techniques, preparation of the thesis proposal that is focused on a significant problem, formulation of the research model, making research, thesis writing and presentation.


LAW-523 - Civil Law

This course provides a support for students to prepare their thesis. LAW-525 - Judicial Review

Turkish law to the 1961 entering the Constitution and the 1982 Constitution has held in a very detailed way the Constitutional Court, both are compared with the German and French with Judicial order in the laws and regulations similar in both the United States are discussed enforcement problems, individual application with the development and function of Constitutional Jurisdiction of in Turkey path is examined. In the international framework, the concept of constitution, separation of powers theory, government systems according to separation of powers, theory of democracy, types of democracy, elections and electoral systems, political parties, fundamental rights and freedoms, judicial control of constitutional judiciary and the constitutionality of laws are the main concepts and subjects examined.


LAW-528 - Criminal Procedure Stages and Competent Authorities and Authorities

Examines and provides the basic principles of the investigation and prosecution phases of criminal procedure law and the application of procedural procedures at national and international level and the development of this science. This course aims to teach both theoretically and practically the investigation phase and the prosecution phase, which are the stages of criminal procedure, and also to increase the necessary knowledge and skills of legal professionals working in the field of criminal law by explaining in detail the duties of the authorities and authorities in these phases.

Administrative solutions of tax disputes and judicial settlement of tax disputes and processes are the content of the course. The aim of this course is to give the students theoretical and practical information about how to solve the disputes arising from tax law in administrative and judicial stages.


LAW-583 - Seminar (Thesis)

Graduate study is the first step of an academic study. Therefore it is necessary to learn how to make a research, to write a paper, to make references, to put foot-notes. The aim of this course is to teach these issues to the students through seminars and presentations.


LAW-595 - Procedure of Collection of Public Receivables

Within the scope of this course, first of all, emphasizing the importance and scope of the public receivable, systematic of law no. 6183, parties, obligatory process, issuance of the receivable, regulation of payment order, foreclosure enforcement procedure for the collection of the receivable, foreclosure, sale and cashing stages administrative and judicial application. The aim of this course is to give information about the issues such as payment order, foreclosure, collaterals, precautionary foreclosure, precautionary accrual, rationale claims, sale and cashing, pre-emptive right of public creditor, disputes that may be subject to judicial judiciary.


LAW-596 - Stages of Criminal Procedure And Authorities

The Course of STAGES OF CRIMINAL PROCEEDINGS AND COMPETENT AUTHORITIES, targets the stages of the investigation and prosecution at the Criminal Procedure Law, the meaning of these legal proceedings, the competent authorities, the historical development, the resources, related legal procedures, the investigation stage and process, subjects of criminal procedure as person and authority, their the rights, obligations and duties, rights of the defendants in international and domestic law, indictment and prosecution, the decision not to prosecute, and the given decisions at those referred stages are the main concepts and issues studied herewith.


LAW-599 - Medical and Criminal Justice

This course consists of the concept of medical crimes and its elements such as the elements of actus reus, means read and causation the notions of criminal and of punishments are exterminated in accordance with theory and judgments rendered by national criminal courts.
