What is the Turkish Qualifications Framework (TQF)?

A qualification refers to all officially recognized documents that confirm an individual has achieved specific competencies as evaluated and validated by responsible authorities. For a document to be considered a qualification, it must be issued by an official authority and be obtained through a defined validation process such as an exam, interview, presentation, or similar assessment.

In Türkiye, diplomas awarded to higher education graduates are considered qualifications. Today, all diplomas and certificates are regarded as qualifications.

Modern qualifications are defined through learning outcomes, which describe the knowledge, skills, and competencies an individual is expected to acquire in order to achieve a qualification. Defining qualifications based on outcomes rather than traditional inputs like the duration of education allows for the recognition and validation of non-formal and informal learning in line with the lifelong learning approach.

The Turkish Qualifications Framework (TQF) aims to support the development of new qualifications, improvement of existing ones, recognition of prior learning, establishment of horizontal and vertical progression pathways between qualifications, and international comparability of Turkish qualifications.

Following extensive analysis of policy and strategy documents, consultations with stakeholders, evaluations of the education and training system, labor market needs, and international experiences, a set of core objectives for the TQF has been established.

Designed as a participatory, innovative, and change-oriented framework, the objectives of the TQF are:

  • To establish a clear, consistent, and transparent method for defining, classifying, and comparing qualifications

  • To classify all qualifications developed based on learning outcomes and assured by quality assurance processes according to levels at the national level

  • To continuously improve the qualification system to recognize learning outcomes acquired through prior learning

  • To enable the accumulation, crediting, and transferability of qualifications

  • To facilitate access to qualifications

  • To strengthen the relationship between education and employment

  • To contribute to reducing unemployment by fostering individuals with measurable qualifications and employable skills

  • To ensure effective cooperation among responsible institutions in the development, implementation, and management of the framework, and to enable the participation of all stakeholders, especially the business world and social partners

  • To create the basic criteria for the recognition of foreign qualifications in Türkiye and Turkish qualifications abroad, thereby serving a comparative function.
