What is the Turkish Qualifications Framework (TYÇ)?

Qualification refers to all the documents obtained as a result of the evaluation and validation of an individual's specific qualifications by responsible authorities. For a document to be included within the scope of the term "qualification," it must be issued by an official authority and obtained through a defined validation process, such as an exam, interview, presentation, or another specified method.

In our country, the diplomas awarded to higher education graduates are considered qualifications. Nowadays, all diplomas and certificates are regarded as qualifications.

Modern qualifications today are defined by the learning outcomes, which consist of the knowledge, skills, and competencies that individuals are expected to possess in order to obtain a qualification. Defining qualifications by what the learner must achieve, rather than traditional inputs such as the duration of education, also allows for the recognition and validation of widespread and informal learning types, in line with the lifelong learning approach.

The Turkish Qualifications Framework (TYÇ) aims to facilitate the development of new qualifications, improvement of existing qualifications, recognition of prior learning, identification of horizontal and vertical transition opportunities between qualifications, and ensuring the international comparability of qualifications.

Following the review of various policy and strategy documents related to TYÇ, meetings with stakeholders, identification of the characteristics and needs of the education and training system, and comprehensive research on the experiences of other countries, a set of fundamental goals has been established.

Designed as a framework that is participatory, open to innovation, and leads change, the goals of the TYÇ are as follows:

- Establish a clear, consistent, and transparent method for defining, classifying, and comparing qualifications.

- Classify all qualifications, based on learning outcomes and quality assurance, at the national level through levels.

- Continuously improve the qualifications system to ensure the recognition of learning outcomes acquired through prior learning.

- Enable the crediting, accumulation, and transition between qualifications.

- Facilitate access to qualifications.

Strengthen the relationship between education and employment.

- Contribute to reducing unemployment by training individuals with defined and measurable qualifications, thus enhancing employability.

- Ensure effective collaboration among responsible institutions in the development, implementation, and management of the framework, and ensure the participation and contribution of all relevant parties, particularly business and social stakeholders.

- Establish the key criteria for the recognition of qualifications from other countries in Turkey, and the recognition of Turkish qualifications abroad, thus serving the function of comparison.
