Duties of the Legal Counsel Office
1. Providing Legal Opinions
- To prepare official legal opinions on legal matters submitted to the Rectorate, faculties, vocational schools, and other units of the university.
- To review contracts, protocols, and regulations in terms of legal compliance.
2. Handling Litigation and Enforcement Proceedings
- To represent the university before judicial and administrative courts (e.g., administrative courts, the Council of State, labor courts, etc.).
- To defend lawsuits filed against the university and to initiate legal actions on behalf of the university.
- To conduct enforcement proceedings in which the university is a party.
3. Drafting and Reviewing Legislation
- To examine directives, instructions, internal regulations, protocols, and bylaws to be issued within the university.
- To provide legal advice and recommendations regarding legislative amendments.
4. Legal Review of Contracts
- To examine all contracts of the university (services, procurement, leasing, cooperation protocols, etc.) from a legal perspective.
- To assist in drafting legally compliant contract texts.
5. Disciplinary and Personnel Law Matters
- To provide legal support or act as a rapporteur in personnel disciplinary investigations.
- To conduct legal assessments in administrative investigations in the capacity of an expert.
6. Consultancy and Information
- To provide legal training and guidance to academic and administrative units.
- To identify potential legal risks the university may face and to offer preventive legal services.
7. Official Correspondence and Notifications
- To conduct correspondence with judicial authorities.
- To process and follow up on official notifications received on behalf of the university.
