From the Higher Education Council Presidency: ARTICLE 1 – After the first sentence of the first paragraph of Article 8 of the Regulation on the Continuation of Undergraduate Study for Graduates of Vocational Schools and Open Education Associate Degree Programs, published in the Official Gazette dated 19/2/2002 and numbered 24676, the following sentence has been added:
ARTICLE 2 – Article 9 of the same Regulation has been revised together with its heading as follows: Undergraduate Education ARTICLE 9 – Students who gain the right to start undergraduate education shall be granted exemption for courses taken during their associate degree education that are accepted as equivalent by the universities. Taking these exemptions and credits into account, the courses the student needs to take will be determined. Registration in the program will be made according to the courses the student must take, and the right to continue education will be granted. For programs taught in a foreign language and those with mandatory foreign language preparatory classes, students must either pass the university’s foreign language exemption exam or successfully complete the foreign language preparatory class to begin the undergraduate program. Students in foreign language preparatory classes and during undergraduate education are subject to the university's education regulations. Students failing the foreign language preparatory class in programs where the medium of instruction is at least 30% foreign language or fully foreign language can be placed by ÖSYM into Turkish-medium higher education programs according to the provisions of the Regulation on Foreign Language Teaching and Education in Higher Education Institutions published in the Official Gazette dated 4/12/2008 and numbered 27074. Vertical transfer students continue their education according to the provisions of Article 44 of Law No. 2547.
ARTICLE 3 – Article 10 of the same Regulation has been revised as follows: ARTICLE 10 – For graduates of vocational schools and open education associate degree programs who wish to continue in open education undergraduate programs without quota limitations in their own fields, Article 7 shall not apply. These candidates gain the right to register directly to open education undergraduate programs in their own fields. Students are subject to the teaching and examination regulations of the relevant university and benefit from all student rights except military service postponement procedures. Which associate degree graduates can apply to which open education undergraduate programs is decided by the Higher Education Council upon the recommendation of universities. Information about these programs and universities’ websites where students can access this information will be included in the Vertical Transfer Exam Guide. Application and registration conditions for open education undergraduate programs are determined and announced by the relevant university that manages the program.
ARTICLE 4 – This Regulation enters into force on the date of its publication.
ARTICLE 5 – The provisions of this Regulation are executed by the President of the Higher Education Council.
