The principles of horizontal transfer between faculties, schools, and departments of the university are regulated by the University Senate in accordance with the "Regulation on Horizontal Transfer between Associate and Bachelor Degree Programs among Higher Education Institutions."
Accordingly,
Horizontal transfer can be made from domestic and international universities within the scope of the "Regulation on Transfer Between Associate and Bachelor Degree Programs, Double Major, Minor and Inter-Institutional Credit Transfer among Higher Education Institutions."
Applications are evaluated based on the candidates' overall GPA and at least 40% of the ÖSYS/YKS score type of the program they registered for the year they entered higher education. The criteria determined by the senate are applied, and transfer is provided according to the allocated quota.
To apply for horizontal transfer, the student must:
- Have a minimum overall GPA of 60 out of 100 for the completed semesters in the program they are registered in.
- Have a central placement score at least equal to or higher than the base score of the diploma program they want to transfer to. In this case, the student can apply for horizontal transfer including the preparatory class.

For students who register through horizontal transfer, the equivalency/exemption of the courses successfully completed in the previous associate/bachelor’s program will be processed, and previously obtained grades will be recorded on their transcript. The student’s GPA will be calculated considering both the transferred courses and the courses taken at Çağ University.
For applicants accepted for horizontal transfer to our university's English-medium departments, continuing undergraduate education requires passing the university's foreign language proficiency exam for the preparatory class or acceptance of national/international foreign language certificates by the University Administrative Board.
If a student applies for horizontal transfer or registers with false documents, their registration will be canceled upon detection, and a criminal complaint will be filed with the Public Prosecutor’s Office.
Moreover, applications for inter-departmental transfers can only be made at the end of the second semester and at least two weeks before the start of the next academic year. For this, students must have a GPA of 2.75 or higher at the end of the second semester and be accepted by the department they want to transfer to. Any completion courses will be arranged by the department the student transfers to.
APPLICATION REQUIREMENTS:
- Horizontal transfers are only made between Higher Education Institutions that apply equivalent education programs. At universities with a year system, transfers occur at the start of the academic year; at universities with a semester system, transfers to associate programs occur at the start of each semester, and transfers to bachelor programs before the academic year and courses begin, subject to the decision of the Faculty and School Administrative Boards to which the transfer is requested.
- Horizontal transfer to the preparatory class of associate and bachelor programs, the first and last semesters of associate programs, and the first two and last two semesters of bachelor programs is not permitted.
- To transfer to intermediate classes or semesters, students must have an overall GPA (including the transfer semester grade) of at least 60 out of 100 for the previous education period. Candidates who do not meet this but have a central placement score equal to or higher than the base score of the program they want to transfer to can apply. Candidates who meet the criteria will be placed first, and those who meet the conditions but are not placed due to quotas will be evaluated if quotas remain.
- Transfer from open or distance education to formal education programs requires a GPA of at least 80 out of 100 or a placement score equal to or higher than the program’s score the student wants to transfer to.
- Students wishing to transfer horizontally from scholarship programs are considered to have waived their scholarships.
- If applications exceed the quota, ranking is done according to the success percentage. The highest-ranked students are accepted first.
- For transfers from foreign higher education institutions to domestic ones, students must have completed at least one year (2 semesters) at the foreign institution, excluding foreign language preparatory classes, and must have passed year-end exams successfully. For transfers to the Faculty of Law, success ranking in the ÖSYM exam is required.
- Horizontal Transfer via Central Placement Score: Students can apply for horizontal transfer to our university's departments using their Central Placement Scores. The only requirement is that the score type matches the program and is equal to or higher than the program’s score for that year. Scholarship transfers are not allowed through Central Placement Score transfers.

- Original transcript from the institution the student will transfer from, showing courses taken and grades obtained
- Student certificate (e-government document is acceptable)
- Document stating the student has no disciplinary penalty from the registered institution
- ÖSYS, LYS, YKS exam result document (can be obtained from ÖSYM website)
- Document showing success in English preparatory class (for bachelor programs and Applied English Translation program at Vocational School)
- Certified copy of high school diploma for applications from abroad
- Equivalency certificate approved by YÖK for applications from abroad
- Passport copy and student registration document from the consulate for applications from abroad
- For students transferring from Turkish Republic of Northern Cyprus universities (placed by ÖSYM), documents listed in items 7, 8, and 9 are not required
- For applicants transferring to the Faculty of Law from abroad, ranking in the top 150,000 in ÖSYS TM2 and TM3 score types is required
