Eligibility Requirements:

Must be a citizen of the Republic of Turkey.

Must hold a PhD or a specialization degree in medicine, dentistry, pharmacy, or veterinary medicine, or an equivalence in arts.

Must be invited by an institution that, in the year of application, is ranked within the top 100 in QS (Quacquarelli Symonds) or THE (Times Higher Education) World University Rankings or within the top 250 in Scimago Institutions Rankings – Government in the applicant’s field,
OR
-
Must have a Category Normalized Citation Impact (CNCI) or Field-Weighted Citation Impact (FWCI) value of 1.00 or higherand be invited by an overseas supervisor with at least a PhD.

Must meet one of the following foreign language proficiency requirements:

Obtain at least 65 points from an ÖSYM-administered exam (YDS, e-YDS, YÖKDİL, e-YÖKDİL, etc.) or TIPDİL exam, or an equivalent score from a foreign language exam recognized by ÖSYM.

Have completed undergraduate, graduate, or doctoral studies at a 100% foreign-language instruction university.

Must not have benefited from TÜBİTAK international research fellowships for a total of 12 months or more in the last six years (for those who have submitted research outputs under TÜBİTAK international research fellowships, this period may be reduced to three years by GYK decision).

Must not be currently employed at an overseas institution.

Must not be retired.

Must not have obtained a PhD from the host institution where the research will be conducted.
