ÇAĞ UNIVERSITY TURKOLOGY APPLICATION AND
RESEARCH CENTER REGULATION

CHAPTER ONE

Purpose, Scope, Basis, and Definitions

Purpose

ARTICLE 1 – (1) The purpose of this Regulation is to regulate the principles and procedures regarding the objectives, fields of activity, administrative bodies, duties of these bodies, and working procedures of the Turcology Application and Research Center of Çağ University.

Scope

ARTICLE 2 – (1) This Regulation covers the provisions related to the objectives, fields of activity, administrative bodies, duties of these bodies, and working procedures of the Turcology Application and Research Center of Çağ University.

Basis

ARTICLE 3 – (1) This Regulation has been prepared based on subparagraph (2) of paragraph (d) of the first clause of Article 7 and Article 14 of the Higher Education Law No. 2547 dated 4/11/1981.

Definitions

ARTICLE 4 – (1) In this Regulation;

a) Advisory Board: refers to the Advisory Board of the Center,

b) Center: refers to the Turcology Application and Research Center of Çağ University,

c) Director: refers to the Director of the Center,

ç) Rector: refers to the Rector of Çağ University,

d) University: refers to Çağ University,

e) Administrative Board: refers to the Administrative Board of the Center.

SECOND SECTION

Objectives and Fields of Activity of the Center

Objectives of the Center

ARTICLE 5 – (1) The objectives of the Center are as follows:

a) To plan, coordinate, and conduct research studies in the fields of Turkish language, dialects and accents, Turkish literature, Turkish Republics and communities, Turkish history, Turkish art, and Turkish folk culture.

b) To monitor the development of our country’s literature, culture, and arts from past to present, to ensure the sustainability of achievements in these fields, and to provide a discussion environment for researchers to enable new insights for the future.

c) To organize national and international meetings to exchange information and ideas on any subject related to the Center’s fields of activity, and to announce the results to the public.

ç) To carry out research, examination, implementation, development studies and projects; to cooperate and collaborate with related institutions and centers; to organize congresses and scientific meetings, and to preserve the accumulated knowledge in this field through publications.

d) To organize courses, provide statements to written and visual media, and offer information support on topics within the Center’s scope of interest.

e) To perform other duties assigned within the scope of higher education legislation in accordance with the purpose of the Center.

Fields of Activity of the Center

ARTICLE 6 – (1) The fields of activity of the Center are as follows:

a) To conduct research, examination, implementation, development studies and projects.

b) To collaborate and work jointly with the university’s continuing education center and other units.

c) To cooperate with national and international organizations, promote joint efforts, organize conferences, congresses, and scientific meetings, and publish works.

ç) To organize training related to the Center’s field of work.

d) To monitor publications related to the Center’s field of work and to create a database

 

THIRD SECTION

Management Bodies and Duties of the Center

Management bodies of the Center

ARTICLE 7 – (1) The management bodies of the Center are as follows:

a) Director.

b) Administrative Board.

c) Advisory Board.

Director

ARTICLE 8 – (1) The Director is appointed by the Board of Trustees upon the recommendation of the Rector for a term of three years from among the university’s academic staff. The Director whose term has expired may be reappointed.

(2) With the Rector’s approval, the Director may appoint one of the members of the Administrative Board as an assistant to help in their duties. The assistant’s term ends automatically when the Director’s term ends.

Duties of the Director

ARTICLE 9 – (1) The duties of the Director are as follows:

a) To represent the Center and chair the Administrative Board.

b) To manage the administrative affairs of the Center.

c) To prepare the Center’s annual work program and submit it to the Rector for approval after receiving the opinion of the Administrative Board.

ç) To establish contact with national and international institutions and organizations related to the Center’s activities and to carry out projects and mutual assistance in accordance with the relevant legislation and the Center’s objectives.

Administrative Board

ARTICLE 10 – (1) The Administrative Board consists of five members in total: the Director and four members appointed by the Rector for three years from among university academic staff experienced in the Center’s fields of activity.

(2) The Administrative Board convenes with a simple majority at least once every three months upon the Director’s call and makes decisions.

Duties of the Administrative Board

ARTICLE 11 – (1) The duties of the Administrative Board are as follows:

a) To make decisions related to the management and activities of the Center.

b) To prepare the activity report for each year and the work program for the following year.

Advisory Board and its duties

ARTICLE 12 – (1) The Advisory Board consists of up to seven members appointed by the Rector for three years upon the recommendation of the Administrative Board from among individuals experienced in the Center’s fields of activity. Members whose terms expire may be reappointed.

(2) The duties of the Advisory Board are to evaluate matters related to the Center’s activities and provide consultative opinions and suggestions when needed by the Administrative Board.

FOURTH SECTION

Miscellaneous and Final Provisions

Cases not covered by the regulation

ARTICLE 13 – (1) In cases where there is no provision in this Regulation, the provisions of other relevant legislation and the decisions of the Senate shall apply.

Entry into force

ARTICLE 14 – (1) This Regulation enters into force on the date of its publication.

Execution

ARTICLE 15 – (1) The provisions of this Regulation are executed by the Rector of Çağ University.
