Regulation of the European Union
Research and Application Center of Çağ University
Purpose
Article 1 — The purpose of this Regulation is to regulate the procedures and principles related to the objectives, activities, administrative bodies, and duties of the administrative bodies of the European Union Research and Application Center established under the Rectorate of Çağ University.
Scope
Article 2 — This Regulation covers the provisions regarding the objectives, activities, administrative bodies, duties of the administrative bodies, and working procedures of the European Union Research and Application Center of Çağ University.
Basis
Article 3 — This Regulation has been prepared based on subparagraph (2) of paragraph (d) of the first clause of Article 7 and Article 14 of the Higher Education Law No. 2547.
Definitions
Article 4 — In this Regulation, the following expressions mean:
University: Çağ University,
Rector: Rector of Çağ University,
Board of Trustees: Board of Trustees of Çağ University,
Center: European Union Research and Application Center (ÇABAMER) of Çağ University,
Center Director: Director of the European Union Research and Application Center of Çağ University,
Center Administrative Board: Administrative Board of the European Union Research and Application Center of Çağ University.
Purpose of the Center
Article 5 — The purpose of the Center is to carry out studies on programs and projects developed in relation to universities for integration with Europe in educational, cultural, and similar fields within the full membership process to the European Union; to organize conferences, meetings, and seminars; to create an information base for public and private sectors; to ensure information transfer in coordination and cooperation with relevant institutions and organizations; and to encourage publications on these topics.
Duties of the Center
Article 6 — The duties of the Center are as follows:
a) To conduct research and investigations, develop projects in order to enable Çağ University students and academic staff to benefit from education, research, and internship opportunities provided by the European Union to university students,
b) To establish contact with European Union Research and Application Centers in different countries and in our country, provide information to the Center and transfer information to users,
c) To research educational opportunities in the European Union, especially to monitor higher education programs in the European Union and ensure the information of students and academic staff,
d) To promote application and research education related to the European Union at the university, provide consultancy services, and carry out similar activities,
e) To share studies related to the European Union with society and businesses,
f) To ensure coordination with the European Union Representation in Turkey, develop cooperation, and receive necessary support,
g) To publish works reflecting developments in various fields related to the European Union and Turkey.
Bodies of the Center
Article 7 — The bodies of the Center are as follows:
a) Center Director,
b) Center Administrative Board.
Center Director
Article 8 — The Center Director is appointed by the Rector from among the academic staff proposed by the University Administrative Board for a period of three years. The appointment of the Director is approved by the Board of Trustees. The term of office of the Director may be renewed or the Director may be dismissed before the end of the term in the same manner. The Center Director represents the Center. To assist the Center Director, one of the members of the Center Administrative Board is appointed by the Rector as Deputy Director. In cases where the Center Director is absent or leaves office due to illness, resignation, or similar reasons, the Deputy Director acts as the proxy. If the proxy duty lasts more than six months, a new Center Director is appointed. When the term of the Center Director ends, the Deputy Director’s term also ends.
Duties of the Center Director
Article 9 — The duties of the Center Director are as follows:
a) To represent the Center and ensure the regular conduct of its activities,
b) To preside over the Center Administrative Board,
c) To implement the decisions taken by the Center Administrative Board,
d) To prepare the annual activity report of the Center, call the Center Administrative Board to a meeting and submit the reports for approval,
e) To carry out the administrative affairs of the Center and ensure coordination within the University on these matters.
Center Administrative Board
Article 10 — The Center Administrative Board consists of three academic staff members appointed by the Rector for a period of three years from among six candidates proposed by the University Administrative Board. In case of vacancies for any reason, appointments are made in the same manner. The Center Director is an ex officio member of the Center Administrative Board and chairs the Board. Members whose terms expire may be reappointed. Decisions are made by simple majority.
Duties of the Center Administrative Board
Article 11 — The Center Administrative Board is responsible for making decisions related to the Center’s activities in line with the objectives specified in this Regulation, preparing work programs, preparing activity reports, and determining issues related to research and projects.
Personnel Requirement
Article 12 — The academic, technical, and administrative personnel needs of the Center are met by personnel appointed by the Rector according to Article 13 of the Higher Education Law No. 2547.
Enforcement
Article 13 — This Regulation enters into force on the date of its publication.
Execution
Article 14 — The provisions of this Regulation are executed by the Rector of Çağ University.
