Attention Students Who Will Enroll Under the Amnesty Law No. 7592
With the Law No. 7592 on Amendments to the Higher Education Law and Certain Laws, which was published in the Official Gazette No. 33335 dated 09.08.2026 and entered into force, Temporary Article 85 was added to the Higher Education Law No. 2547, and the Council of Higher Education was authorized to determine the procedures and principles regarding the implementation of this article. The procedures and principles regarding the implementation of the aforementioned article were examined at the meeting of the General Assembly of Higher Education dated 12.08.2026, and it was decided that Temporary Article 85 of the aforementioned Law shall be implemented in higher education institutions according to the following procedures and principles.
Who Can Apply?
- Those whose enrollment was terminated for any reason before 09 December 2026 while studying in associate degree, undergraduate completion, undergraduate or graduate programs, including preparatory classes,
- Those who were placed in a program but did not enroll,
- Those who voluntarily withdrew their enrollment,
- Those who have previously benefited from student amnesties will also be able to benefit from the amnesty law No. 7592.
Who Cannot Apply?
- Those convicted of crimes of terrorism, intentional homicide, torture, torment, sexual assault, sexual abuse of children, or the manufacture and trafficking of narcotic or stimulant substances.
- Those whose enrollment was cancelled due to forged documents or those who used forged documents during enrollment.
- Those whose enrollment was terminated due to crimes specified in Article 71 of Law No. 5846 or due to their connection with structures, organizations, or groups determined to have engaged in activities against terrorist organizations or national security.
- Those whose enrollment was terminated on the grounds that they had enrolled through legally invalid means.
- Those whose enrollment was terminated from institutions affiliated with the Police Academy, Gendarmerie and Coast Guard Academy, or National Defense University.
Application Date and Place of Application
Registrations under the Amnesty Law No. 7592 will be carried out in person at Yaşar Bayboğan Campus between 09 August 2026 and the end of working hours on 09 December 2026.
The registration procedures for students who will enroll in the Institute/Faculty/Vocational School of our University under Law No. 7592 are specified below.
The registration procedures for students who will enroll in the Institute/Faculty/Vocational School under Law No. 7592 may be carried out either by the student personally or by a representative holding a notarized power of attorney issued specifically for carrying out the student's registration procedures.
The maximum periods of study for students who enroll in the Institute/Faculty/Vocational School within the scope of the amnesty will begin from the date they complete their final registration at our University.

- 6 passport-size or biometric photographs
- Front and back photocopy of the Republic of Türkiye Identity Card (The original must be brought with you during registration.)
- Newly Dated Military Service Status Certificate (Documents obtained through e-Government are accepted.)
- Newly Dated Certificate of Residence (Documents obtained through e-Government are accepted.)
- ÖSYM Placement/Result Document.
- Newly Dated High School Graduation Certificate (Documents obtained through e-Government are accepted.)
