CHAPTER ONE

Purpose, Scope, Basis, and Definitions

Purpose

ARTICLE 1 – (1) The purpose of this Regulation is to regulate the principles and procedures concerning the objectives, fields of activity, administrative bodies, duties of the administrative bodies, and the working procedures of the Mersin Çağ University Distance Education Research and Application Center.

Scope

ARTICLE 2 – (1) This Regulation covers the provisions regarding the objectives, fields of activity, administrative bodies, duties of these bodies, and working procedures of the Mersin Çağ University Distance Education Research and Application Center.

Basis

ARTICLE 3 – (1) This Regulation has been prepared based on subparagraph (2) of paragraph (d) of the first clause of Article 7 and Article 14 of the Higher Education Law No. 2547 dated November 4, 1981.

Definitions

ARTICLE 4 – (1) In this Regulation, the following expressions shall have the meanings stated below:

a) Center: The Mersin Çağ University Distance Education Research and Application Center,
b) Director: The Director of the Center,
c) Rector: The Rector of Mersin Çağ University,
ç) Distance Education: Education activities at higher education institutions planned and conducted based on information and communication technologies, whereby courses are delivered synchronously and/or asynchronously by the instructor without the requirement of the instructor and students being physically present in the same place, relying on interactive communication between instructors and students as well as among students themselves,
d) University: Mersin Çağ University,
e) Administrative Board: The Administrative Board of the Center.

CHAPTER TWO

Objectives and Fields of Activity of the Center

Objectives of the Center

ARTICLE 5 – (1) The objectives of the Center are as follows:

a) To carry out programs and practices within the scope of educational-teaching programs and activities related to vocational and personal development trainings, undergraduate completion, graduate education, and certificate programs conducted face-to-face and/or through distance learning based on information and communication technologies at the university.

b) To conduct research, development, and organizational activities related to distance education for all academic and administrative units within the university.

c) To support the delivery of courses within associate degree, undergraduate, and graduate programs offered at the university through distance education methods and to promote the development of applications related to distance education; within this scope, to undertake strategic planning related to distance education.

ç) To promote the development of all kinds of scientific studies, to evaluate and analyze the distance education needs of public and private sector institutions and organizations, to propose, develop, and ensure the implementation of relevant programs.

d) To transfer knowledge and experience related to the field and purpose of activities to relevant institutions and organizations, to determine administrative, financial, and technical implementation principles aimed at realizing these objectives, to develop projects, organize scientific meetings, and publish periodic and/or non-periodic publications on the subject.

Fields of Activity of the Center

ARTICLE 6 – (1) The fields of activity of the Center are as follows:

a) To organize associate degree, undergraduate, and graduate programs, courses, seminars, conferences, and all kinds of programs that can be evaluated within the scope of lifelong learning conducted through distance education based on communication and information technologies.

b) To plan all courses, trainings, seminars, conferences, and similar educational programs provided to the university’s students and society via distance education based on communication and information technologies; to monitor developments in communication and information technologies required by distance education; to carry out all technical infrastructure tasks related to distance education; and to cooperate with other institutions and organizations that provide communication and information services on distance education matters.

c) To organize scientific meetings and certified training programs related to distance education, either independently or in cooperation, to be delivered to relevant institutions and organizations.

ç) To conduct research, development, and organizational activities related to distance education for all academic and administrative units within the university.

d) To identify and appoint academic staff to participate in courses, seminars, conferences, lectures, and similar educational activities to be delivered via distance education and to ensure cooperation and coordination with relevant units.

e) To follow the relevant legislation concerning distance education and to regulate the applications accordingly.

f) To carry out other activities proposed by the Rectorate and/or decided by the Administrative Board within the scope of distance education.

CHAPTER THREE

Management Bodies and Duties of the Center

Management Bodies of the Center

ARTICLE 7 – (1) The management bodies of the Center are:

a) Director.

b) Administrative Board.

Director

ARTICLE 8 – (1) The Director is appointed by the Rector from among the full-time academic staff of the University for a period of three years. The Director whose term expires may be reappointed. The Director is responsible to the Rector for the regular conduct and development of the Center's activities.

(2) Upon the recommendation of the Director, the Rector appoints an assistant director from among the University’s academic staff for a term of three years. Assistant directors perform the tasks assigned to them by the Director. When the Director’s term ends, the assistants’ terms automatically end as well. When the Director is absent, one of the assistants is appointed as acting Director. If the acting period exceeds six months, a new Director is appointed.

Duties of the Director

ARTICLE 9 – (1) The duties of the Director are as follows:

a) To represent the Center.

b) To ensure the regular conduct and development of the Center’s activities.

c) To call the Administrative Board meetings, prepare the agenda for these meetings, chair the meetings, and implement the decisions of the Administrative Board.

ç) To prepare the annual activity report of the Center and the annual work program for the following year, to finalize them in the Administrative Board, and submit them to the Rectorate.

d) To regulate the procedures and principles regarding vocational-personal development trainings, courses, seminars, associate degree, undergraduate, undergraduate completion, and graduate education-teaching activities within the scope of distance education, and to submit them to the Senate for approval after obtaining the opinion of the Administrative Board.

e) To ensure the provision of technical and academic support for all distance education program students and academic staff.

Administrative Board

ARTICLE 10 – (1) The Administrative Board consists of a maximum of thirteen members including the Director and assistant directors. Members of the Administrative Board are appointed by the Rector from among the University’s academic staff for a term of three years. Members whose terms expire may be reappointed by the same procedure.

(2) The Administrative Board meets at least twice a year with a simple majority, and decisions are made by a majority vote. In the event of a tie, the vote of the Center Director is considered the deciding vote.

Duties of the Administrative Board

ARTICLE 11 – (1) The duties of the Administrative Board are as follows:

a) To make decisions on the objectives, fields of activity, and management of the Center.

b) To review and decide on the annual activity report and the annual work program of the Center.

c) To make decisions on research, publication, education-teaching, and other work areas.

ç) To determine scientific working groups and commissions to be established within the Center.

CHAPTER FOUR

Miscellaneous and Final Provisions

Personnel Needs

ARTICLE 12 – (1) The academic, technical, and administrative personnel needs of the Center shall be met by personnel appointed by the Rector upon the recommendation of the Director, in accordance with Article 13 of Law No. 2547.

Cases Not Covered by the Regulation

ARTICLE 13 – (1) In cases not regulated by this Regulation, the provisions of other relevant legislation and the decisions of the Senate and University Administrative Board shall apply.

Entry into Force

ARTICLE 14 – (1) This Regulation enters into force on the date of its publication.

Execution

ARTICLE 15 – (1) The provisions of this Regulation shall be executed by the Rector of Çağ University.
