Staff Mobility Activities

Staff Mobility activities can be carried out in two ways:

1.Staff Mobility for Teaching Assignments (STA)

2.Staff Mobility for Staff Training (STT)

Staff Mobility for Teaching Assignments (STA) is an activity that enables staff members, who are required to teach at a higher education institution with an ECHE (Erasmus Charter for Higher Education) in Turkey, to teach students at a higher education institution with an ECHE in one of the Program-related countries and to engage in joint academic/educational activities with the host institution.

For Staff Mobility for Teaching Assignments, the minimum duration is 2 consecutive days (excluding travel) for mobility to Program-related countries, and 5 consecutive days for mobility to non-Program-related countries. In both cases, the maximum duration of the activity is 2 months. To be considered a valid activity, at least 8 hours of teaching must be delivered. In cases where the activity lasts longer than one week, the required number of teaching hours must increase proportionally to the duration (for example, if an activity lasts for one week, at least 8 hours of teaching is required, and for an activity lasting two weeks, at least 16 hours of teaching must be delivered).

Staff Mobility for Staff Training (STT) is an activity that enables any staff member employed at a higher education institution with an ECHE in Turkey to receive training in one of the Program-related countries. In this activity, the staff member can take various training sessions (such as on-the-job training or observation processes) to enhance skills related to their current job.

In Staff Mobility for Staff Training, the staff member employed at an ECHE-holding higher education institution can go to another ECHE-holding higher education institution or an appropriate organization to receive training. Organizations eligible for training include businesses, training centers, research centers, chambers of commerce and associations, schools, foundations, non-profit organizations, career counseling organizations, professional advisory services, and higher education institutions. The training activity is a full-time activity, and grants are provided for the full-time training duration.

For mobility to Program-related countries, the minimum duration is 2 consecutive days (excluding travel), and for mobility to non-Program-related countries, the minimum duration is 5 consecutive days. In both cases, the maximum duration of the activity is 2 months.

Minimum Requirements

The staff member participating in the activity must meet the following minimum requirements:

The staff member must be employed full-time or part-time at a higher education institution with an ECHE in Turkey and actively working at that institution.

There are no specific rank requirements for staff members employed at higher education institutions. Staff members who have a valid employment contract with the institution are eligible to benefit from the activities.

Staff members who are contracted to work at a different institution while holding a position elsewhere must apply for the mobility at the institution where they actually work, not the institution where their official position is held. Staff members employed via service procurement agreements with a higher education institution are not eligible for staff mobility.

Evaluation Criteria

First-time participants are prioritized in the selection process.

Foreign language proficiency is prioritized.

Administrative staff is prioritized for Staff Training activities.

Activities aimed at enhancing digital skills are prioritized in Staff Training.

Disabled staff are prioritized.

Veterans, and the spouses and children of martyrs and veterans, are prioritized.

Activities related to Artificial Intelligence, as defined in the 2021-2025 National Artificial Intelligence Strategy by the Presidency of Digital Transformation Office, are prioritized.

Mobility to the staff member’s home country is given lower priority.

Grant Support

The grant provided to the personnel benefiting from staff mobility is of a contributory nature, and the grant does not cover all expenses related to the period spent abroad.

The grant amounts in the table pertain to the 2021 and 2022 project periods.

  • Used exclusively for staff invited to teach by an enterprise abroad or a higher education institution that does not hold an ECHE.

** For staff mobility activities exceeding 14 days, 70% of the above-mentioned daily grant amount should be applied as the daily rate starting from the 15th day onwards.

No grant payment shall be made for days without any activity or for which the activity carried out cannot be documented as appropriate to the type of mobility.
