NAME OF THE ASSOCIATION, ASSOCIATION EMBLEM, AND FOUNDERS
ARTICLE 1 - Name of the Association, Emblem, and Founders
1.1 Name of the Association:
The name of the association is ÇAĞ UNIVERSITY GRADUATES ASSOCIATION. Its abbreviated names are "ÇAĞ Graduates Association," "ÇAĞ Alumni Association," or "ÇAĞMED." In the following articles, ÇAĞ UNIVERSITY GRADUATES ASSOCIATION will be referred to as the "ASSOCIATION," ÇAĞ UNIVERSITY as "ÇAĞ" or "UNIVERSITY," ÇAĞ UNIVERSITY GRADUATES as "GRADUATES," and ÇAĞ UNIVERSITY STUDENTS as "STUDENTS."
1.2 Description and Meaning of the Association Emblem
1.2.1 Description of the Emblem Shape:
The emblem consists of a golden yellow background with a graduation cap outlined in white, featuring a tassel in navy blue. Above the graduation cap, there is a large navy blue star. Surrounding this area is a circular navy blue field with the association's name and founding year written in white. The founding year is separated on both sides by two small golden yellow stars. This emblem design represents the official ÇAĞMED emblem and is illustrated in the image below.
1.2.2 Meaning of the Association Emblem:
The graduation cap, symbolizing graduation, represents the cap of wisdom. The golden yellow color surrounding it represents our mutual loyalty and strength. The navy blue star symbolizes the eternity of our loyalty to the Association, while the golden yellow stars signify the radiance of our support and help.

1.3 FOUNDERS:
The founders of the Association (established in 2010) are listed below:

ARTICLE 2:
The purpose of the association is to contribute to the social, cultural, sports, professional, and scientific lives of its members in accordance with the principles of Atatürk and the constitutional order of our country; to increase solidarity among members; to create job opportunities; to address the problems of the UNIVERSITY, STUDENTS, ALUMNI, teachers, and other personnel; to strive to expand this effort especially within the Çağ community and more generally in the country; to develop cooperation with other organizations and associations; to support civil society activities and those working in this field; to direct the knowledge and experience of alumni toward the social, technical, and cultural development of the country and the university; to organize activities for this purpose; and to provide scholarships and similar support to students studying at the university within the limits of its financial resources.
The topics and methods of work to be carried out by the association are as follows:
Conduct research to enhance and develop activities,
Organize courses, seminars, conferences, and panels,
Obtain all kinds of information, documents, and publications necessary for achieving the purpose, create a documentation center, and publish newspapers, magazines, books, and newsletters in line with the goals to distribute to members,
Produce and distribute all kinds of gifts, promotional, and educational items,
Publish brochures, catalogs, newsletters, magazines, newspapers, and books; utilize communication means such as the internet, cable, radio, and television,
Provide a healthy working environment and procure all necessary technical equipment, fixtures, and stationery,
Conduct fundraising activities with necessary permits and accept donations domestically and internationally,
Establish and operate economic, commercial, and industrial enterprises to generate revenue needed for the association’s goals,
Open social clubs and establish cultural and social facilities for members to benefit and spend their leisure time,
Organize social events such as dinners, concerts, balls, theater, exhibitions, sports, trips, and entertainment activities to promote interpersonal relations among members,
Organize trips both domestically and abroad,
Buy, sell, rent, lease movable and immovable properties and establish rights on immovable properties needed for association activities,
Establish foundations, federations, or join existing federations if deemed necessary for achieving the purpose; with necessary permits, establish facilities that associations are allowed to establish,
Engage in international activities, become members of associations or organizations abroad, and collaborate on project-based work and mutual assistance with these organizations,
Conduct joint projects with public institutions and organizations in fields related to their duties, while respecting relevant laws,
Establish funds to meet members’ short-term credit needs for essential items such as food and clothing,
Open representative offices where necessary to carry out association activities,
Form platforms with other associations, foundations, unions, and civil society organizations to achieve common goals in permitted areas,
Provide scholarships to financially disadvantaged but successful students; provide undergraduate and graduate scholarships to support their education and organize internal regulations for this purpose,
Conduct research on the social, cultural, and economic status of Çağ University alumni; award successful members and provide necessary material and moral support to those in need or their heirs, and make internal regulations regarding these,
Organize social activities for Çağ University teachers and other personnel; hold meetings with students; financially and morally support student projects; contribute to extracurricular education through members or experts; and organize or assist in organizing necessary activities.
RIGHT TO MEMBERSHIP AND MEMBERSHIP PROCEDURES
ARTICLE 3 - The conditions for membership and types of membership in the ASSOCIATION are explained below.
3.1 FULL MEMBER: The following rules and procedures shall be applied during the admission of candidates who meet the conditions of full membership to the ASSOCIATION or its Branches.
3.1.1 Individuals who have obtained an associate, bachelor’s, master’s, or doctoral degree from any department of ÇAĞ UNIVERSITY are eligible to become full members of the ASSOCIATION.
3.1.2 A full member is a member who undertakes all obligations required by the ASSOCIATION membership and exercises the rights attached to the membership responsibility. The rights of full members include the right to run for any position and to vote, provided that the required conditions are met; their obligations include attending General Assembly meetings, paying dues timely, making efforts in accordance with the aims and activities of the ASSOCIATION, and adhering to the principles of maintaining the positive public image of the ASSOCIATION. Every natural or legal person who is a graduate of the UNIVERSITY, has legal capacity, embraces the aims and principles of the association, agrees to work accordingly, and meets the conditions prescribed by legislation has the right to become a member of the ÇAĞ University Alumni Association. However, foreign natural persons must have the right to reside in Turkey to be eligible for membership.
3.1.3 Within at most thirty (30) days following the date on which the Membership Application Form is received by the ASSOCIATION or the Branch Board Presidency, necessary investigations and examinations shall be conducted, and the membership application shall be resolved as accepted or rejected, with written justification of the decision communicated to the applicant.
3.1.4 The acceptance letter for membership shall request the fulfillment of membership obligations within fifteen (15) days.
3.1.5 After the candidate fulfills the obligations within the specified period, their identity shall be recorded in the Association’s Member Registry, and a “Membership Identity Card” shall be issued.
3.1.6 Full members of the association are the founders of the association and those persons whose membership applications are accepted by the board of directors.
Individuals who have provided significant material or moral support to the association may be accepted as honorary members by the decision of the board of directors.
3.2 HONORARY MEMBER
Persons who are not graduates of ÇAĞ UNIVERSITY and therefore cannot become full members, but have worked at the UNIVERSITY for at least five years as academic or administrative staff, may become honorary members of the ASSOCIATION by unanimous decision of the Board of Directors if they meet the following conditions:
3.2.1 Academic personnel employed full-time at ÇAĞ as faculty members, lecturers, or instructors.
3.2.2 Administrative personnel employed full-time as secretaries at ÇAĞ for at least 10 years working five weekdays.
3.2.3 Persons who have legal capacity, embrace the aims and principles of the association, accept to work accordingly, and meet the conditions prescribed by legislation.
3.2.4 The requirement for foreign natural persons to have the right to reside in Turkey does not apply for honorary membership.
3.2.5 UNIVERSITY administrative personnel at the level of director or higher, provided they are university graduates.
3.2.6 Furthermore, individuals who have made significant and specific contributions or services to the country, the UNIVERSITY, or the aims and activities of the ASSOCIATION, and whose inclusion among the members is deemed beneficial, may be accepted as honorary members upon the proposal of the Board of Directors and the decision of the General Assembly.
Honorary members may pay entrance and annual dues if they wish; they may attend meetings, speak, and express opinions, but they do not have the right to vote or to be elected to the organs of the ASSOCIATION.
PROCEDURES AND METHODS OF VOTING AND DECISION-MAKING OF THE GENERAL ASSEMBLY
ARTICLE 8 – The procedures and methods of voting and decision-making of the Association’s General Assembly are stated below.
8.1 In the General Assembly, unless otherwise decided, the elections of the board of directors and the supervisory board members shall be by secret ballot, and decisions on other matters shall be voted openly. Secret ballots are those collected by members after using sealed papers or ballots provided by the meeting chairperson, dropped into an empty box, and counted openly after the voting ends.
8.2 In the open voting, the method to be applied shall be determined by the General Assembly chairperson.
8.3 General Assembly decisions are made by the absolute majority of the members attending the meeting. However, amendments to the bylaws and decisions on the dissolution of the association can only be made by a two-thirds majority of the members attending the meeting.
Decisions Taken Without Meeting or Call*
Decisions taken by written participation of all members without gathering all members together, as well as decisions made by all members without complying with the call procedures written in these bylaws, are valid. Taking decisions this way does not substitute for a regular meeting.
DUTIES AND AUTHORITIES OF THE GENERAL ASSEMBLY
ARTICLE 9 – The matters written below are discussed and decided upon by the General Assembly.
Election of the association’s bodies,
Amendment of the association’s bylaws,
Discussion of the reports of the board of directors and the supervisory board and the discharge of the board of directors,
Discussion and acceptance, either as is or amended, of the budget prepared by the board of directors,
Authorization of the board of directors regarding the purchase of real estate necessary for the association or sale of existing real estate,
Reviewing and approving, either as is or amended, the regulations prepared by the board of directors regarding the association’s activities,
Determining the salaries, all types of allowances, travel expenses, and compensations to be paid to non-public official presidents and members of the board of directors and supervisory board, and the daily allowances and travel expenses for members assigned to association services,
Deciding on the association’s joining or leaving a federation and authorizing the board of directors in this matter,
The association’s international activities, membership in foreign associations and organizations, and withdrawal from them,
Establishing a foundation by the association,
Dissolution of the association,
Examining and deciding on other proposals of the board of directors,
Performing other duties prescribed by law to be carried out by the general assembly.
The General Assembly supervises other organs of the association and can dismiss them at any time for just cause.
The General Assembly has the final say regarding acceptance to membership and expulsion from membership. As the most authorized organ of the association, it carries out duties and exercises powers not delegated to another organ of the association.
FORMATION, DUTIES AND AUTHORITIES OF THE BOARD OF DIRECTORS
ARTICLE 10 – The formation, working principles, duties, and authorities of the Board of Directors, which is the authorized executive body of the ASSOCIATION, are shown below.
10.1 Formation and working method of the Board of Directors
10.1.1 The Board of Directors is elected by the general assembly by secret ballot as 7 (seven) principal and 7 (seven) substitute members.
10.1.2 The Board of Directors elects a chairman in its first meeting after the election. Other task distributions of the board are determined and members are assigned as vice chairman, general secretary (secretary), treasurer, and members according to the topics and duties.
10.1.3 The Board of Directors can call a meeting at any time, provided all members are informed. It convenes with the attendance of more than half of the total members. Decisions are taken by the absolute majority of the members attending the meeting.
10.1.4 Substitute members replace the principal members who vacate their posts. If the number of board members falls below half of the total after filling vacancies with substitutes, a new election is called by the General Assembly, the remaining Board members, or the Supervisory Board within one month.
10.1.5 The Board of Directors serves for a period of 3 (three) years starting from the General Assembly meeting at which it was elected.
10.1.6 The Board of Directors meets ordinarily at least once a month and can hold extraordinary meetings as necessary.
10.1.7 The quorum for the Board meetings is 4 (four), and decisions are taken by majority vote.
The duties and authorities of the Board of Directors include the following:
To fulfill the aims and operational subjects of the ASSOCIATION within the scope of laws and bylaws; to implement the decisions of the General Assembly,
To review any application concerning a member to the Board and decide to refer the matter to the Disciplinary Board if a member has lost membership qualifications or deviated from the aims and subjects of operation,
To determine the date, time, place, and agenda of the General Assembly meetings,
To encourage voluntary participation of members within the framework of the association’s objectives and working conditions, to establish working groups, and decide on their reports,
To determine the administrative structure of the association, to appoint or dismiss personnel, workers, and consultants needed for the association's operations according to the Personnel Regulations,
To prepare or amend bylaws and submit the proposals to the General Assembly for approval,
To propose partnerships and economic enterprises or participation in foundations and implement decisions of the General Assembly on these matters,
To announce decisions taken at the General Assembly to members and relevant places,
To receive and transfer the assets and liabilities of the previous Board of Directors,
To perform other duties assigned by laws or bylaws to the Board of Directors,
To represent the association or authorize one or more of its members for this purpose,
To conduct transactions related to income and expense accounts and prepare the budget for the next period to present to the general assembly,
To prepare regulations related to the association’s activities and submit them to the general assembly for approval,
To buy real estate, sell movable and immovable property, construct buildings and facilities, make lease contracts, establish mortgages or similar rights in favor of the association with the authority given by the general assembly,
To open representations where necessary,
To examine applications for representation, appoint representatives or the Board of Representatives,
To implement decisions taken by the general assembly,
To prepare and present to the general assembly the operating account or balance sheet, income statement, and activity report of the board at the end of each fiscal year,
To ensure implementation of the budget,
To decide on membership acceptance or expulsion,
To make and implement decisions to realize the association’s aims,
To perform duties and exercise powers given by legislation,
To determine the amount of membership fees and entrance fees unanimously,
Principal board members do not pay annual fees during their term but may choose to pay if they wish,
To organize campaigns for early payment of membership fees,
The authority to forgive accumulated debts of expelled or resigned members only exists in the board with unanimous vote.
FORMATION, DUTIES AND AUTHORITIES OF THE SUPERVISORY BOARD
ARTICLE 11 – The Supervisory Board is elected by the general assembly as 3 (three) principal and 3 (three) substitute members.
The Supervisory Board audits whether the association operates according to its purpose and working areas specified in the bylaws, whether books, accounts, and records are kept according to legislation and bylaws, and audits at intervals not exceeding one year according to the principles determined in the bylaws, reporting results to the board of directors and the general assembly when convened.
Supervisory Board principal members do not pay annual fees during their term but may choose to pay if they wish.
The Supervisory Board can call a general assembly meeting if necessary.
DISCIPLINARY BOARD
ARTICLE 12 – Formation and working method of the Disciplinary Board,
12.1 The Disciplinary Board is optionally formed by the group(s) participating in the election of the new Board of Directors at the General Assembly.
12.2 The Disciplinary Board consists of 5 (five) principal and 5 (five) substitute members elected by secret ballot for 3 (three) years at the General Assembly. Within one week after the election, the Disciplinary Board elects a chairman and a secretary in its first meeting.
12.3 To be eligible for candidacy to the Disciplinary Board, no prior disciplinary penalty must have been received from the ASSOCIATION.
12.4 The Disciplinary Board prepares a result report on matters referred by the Board of Directors or members according to the "Disciplinary Board Regulation" and submits it to the Board of Directors for evaluation. It may convene on its own initiative if needed.
INCOME SOURCES OF THE ASSOCIATION
ARTICLE 13 – The income sources of the association are listed below.
Membership fees: An entrance fee of 100 TL and an annual fee of 50 TL are charged from members. Our newly graduated students from Çağ University are accepted as members by paying the annual fee only, without entrance fee, within the first 8 months from graduation. The board of directors is authorized to increase or decrease these amounts, and decisions are made unanimously.
Principal members of the Board of Directors and Supervisory Board do not pay annual fees during their term but may choose to pay.
Founding and honorary members do not pay entrance or annual fees but may choose to pay.
Members who are away from the association due to military service, overseas duty, or legal reasons are exempted from membership fees for the period they are absent, upon documentation and approval by the Board of Directors.
