CHAPTER ONE

Purpose, Scope, Legal Basis, and Definitions

Purpose
Article 1 – (1) The purpose of this Regulation is to set out the procedures and principles regarding the objectives, fields of activity, administrative bodies, the duties of these bodies, and working procedures of the Çağ University Legal Clinics Practice and Research Center.

Scope
Article 2 – (1) This Regulation covers the provisions related to the objectives, fields of activity, administrative bodies, the duties of these bodies, and working procedures of the Çağ University Legal Clinics Practice and Research Center.

Legal Basis
Article 3 – (1) This Regulation has been prepared based on Article 7, paragraph (d), subparagraph (2), and Article 14 of the Higher Education Law No. 2547 dated 4/11/1981.

Definitions
Article 4 – (1) The following terms used in this Regulation shall have the meanings indicated below:
a) Advisory Board: The Advisory Board of the Center,
b) Center: Çağ University Legal Clinics Practice and Research Center,
c) Director: The Director of the Center,
ç) Rector: The Rector of Çağ University,
d) University: Çağ University,
e) Executive Board: The Executive Board of the Center.

CHAPTER TWO

Purpose and Fields of Activity of the Center

Purpose of the Center
Article 5 – (1) The purpose of the Center is to utilize the theoretical legal knowledge taught at the Faculty of Law of the University to solve legal problems in society and to conduct scientific research and studies in the field of applied law.

Fields of Activity of the Center
Article 6 – (1) The fields of activity of the Center are as follows:
a) Organizing and participating in national and international conferences, symposiums, colloquiums, mock trials, seminars, and similar events related to clinical law.
b) Conducting research in areas related to clinical law, publishing such research in Turkish or foreign languages, and contributing to similar studies.
c) Establishing relationships, cooperating, and organizing joint studies with national and international public institutions, private organizations, and bodies operating in areas related to the Center’s interests; promoting its work via bulletins and similar publications.
ç) Organizing in-service training and professional development activities targeting practical law, including scientific and professional advancement and specialization courses, seminars, and certificate programs in accordance with relevant legislation.
d) Identifying legal problems specific to practical implementation particularly in the Mediterranean region, cooperating with judicial institutions, bar associations, and similar bodies in the region, and developing solution proposals.
e) Establishing temporary or permanent commissions to conduct research, investigations, projects, and similar activities.
f) Creating the necessary archives, libraries, and other facilities related to its field, monitoring national and international publications, and incorporating them into the Center.
g) Conducting legal consultancy, expert witness services, and project-based studies, and undertaking other research activities within the framework of higher education legislation.
ğ) Engaging in all other activities aligned with the purpose of the Center.

CHAPTER THREE

Administrative Bodies of the Center and Their Duties

Administrative Bodies of the Center
Article 7 – (1) The administrative bodies of the Center are as follows:
a) Director
b) Executive Board
c) Advisory Board

Director
Article 8 – (1) The Director is appointed from among the academic staff of the University for a period of three years by the Board of Trustees upon the recommendation of the Rector. The Director may be reappointed at the end of their term.
(2) Upon the Rector’s approval, the Director may appoint one of the members of the Executive Board as an assistant. The assistant’s term ends automatically when the Director’s term ends.

Duties of the Director
Article 9 – (1) The duties of the Director are as follows:
a) To represent the Center and preside over the Executive Board.
b) To manage the administrative affairs of the Center.
c) To submit the Center’s annual work plan for the Rector’s approval after receiving the opinion of the Executive Board.
ç) To communicate with national and international institutions and organizations regarding the Center’s activities and to carry out projects and mutual cooperation in accordance with relevant legislation.

Executive Board
Article 10 – (1) The Executive Board consists of nine members, including the Director and eight members who are experienced academic staff appointed by the Rector for a term of three years.
(2) The Executive Board meets upon the Director’s invitation at least once every three months with an absolute majority and makes decisions accordingly.

Duties of the Executive Board
Article 11 – (1) The duties of the Executive Board are as follows:
a) To make decisions regarding the management and activities of the Center.
b) To prepare the activity report for each year and the work plan for the following year.

Advisory Board and Its Duties
Article 12 – (1) The Advisory Board consists of up to seven members who are experts in the Center’s fields of activity and are appointed by the Rector for a term of three years upon the recommendation of the Executive Board. Members whose terms expire may be reappointed.
(2) The duties of the Advisory Board are to provide evaluations and non-binding opinions and suggestions on matters requested by the Executive Board regarding the Center’s activities.

CHAPTER FOUR

Miscellaneous and Final Provisions

Cases Not Covered by the Regulation
Article 13 – (1) In cases not covered by this Regulation, other relevant legislation and Senate decisions shall apply.

Enforcement
Article 14 – (1) This Regulation enters into force on the date of its publication.

Execution
Article 15 – (1) The provisions of this Regulation shall be executed by the Rector of Çağ University.
