REGULATION ON THE CENTER FOR REGIONAL SECURITY STUDIES
APPLICATION AND RESEARCH
CHAPTER ONE
Purpose, Scope, Legal Basis, and Definitions
Purpose
ARTICLE 1 – (1) The purpose of this Regulation is to regulate the principles and procedures regarding the objectives, fields of activity, administrative bodies, duties of the administrative bodies, and working procedures of the Çağ University Center for Regional Security Studies – Application and Research Center.
Scope
ARTICLE 2 – (1) This Regulation covers the provisions related to the objectives, fields of activity, administrative bodies, duties of the administrative bodies, and working procedures of the Çağ University Center for Regional Security Studies – Application and Research Center.
Legal Basis
ARTICLE 3 – (1) This Regulation has been prepared based on subparagraph (d)(2) of the first paragraph of Article 7 and Article 14 of the Higher Education Law No. 2547 dated November 4, 1981.
Definitions
ARTICLE 4 – (1) In this Regulation, the following expressions mean:
a) Advisory Board: The Advisory Board of the Center,
b) Center: Çağ University Center for Regional Security Studies – Application and Research Center,
c) Director: The Director of the Center,
ç) Rector: The Rector of Çağ University,
d) University: Çağ University,
e) Administrative Board: The Administrative Board of the Center.
CHAPTER TWO
Purpose and Fields of Activity of the Center
Purpose of the Center
ARTICLE 5 – (1) The purpose of the Center is to examine developments in certain regions related to the security of our country in a globalizing world from legal, political, economic, social, and cultural perspectives; to establish an information platform accordingly; and to conduct scientific practices and research with an interdisciplinary approach to improve relations with the mentioned regions.
Fields of Activity of the Center
ARTICLE 6 – (1) The fields of activity of the Center are as follows:
a) Monitoring global events through news and information sources,
b) Cooperating with national and international organizations,
c) Conducting scientific research and practices on security-related topics required by public institutions and organizations and providing reports, projects, and scientific opinions within this scope,
ç) Conducting theoretical and practical research at national and international levels,
d) Organizing and executing theoretical and practical education and training programs at national and international levels,
e) Preparing reports, bulletins, projects, books, journals, and similar publications to share developments in the field of security.
CHAPTER THREE
Administrative Bodies and Duties of the Center
Administrative Bodies of the Center
ARTICLE 7 – (1) The administrative bodies of the Center are:
a) Director,
b) Administrative Board,
c) Advisory Board.
Director
ARTICLE 8 – (1) The Director is appointed by the Board of Trustees upon the recommendation of the Rector from among the university faculty members for a term of three years. The Director whose term expires may be reappointed.
(2) The Director may assign one person from the members of the Administrative Board as an assistant to help with his/her work, upon the approval of the Rector. The assistant’s term automatically ends when the Director’s term expires.
Duties of the Director
ARTICLE 9 – (1) The duties of the Director are as follows:
a) Representing the Center and presiding over the Administrative Board meetings,
b) Managing the administrative affairs of the Center,
c) Preparing the annual work program of the Center and submitting it for the Rector’s approval after the approval of the Administrative Board,
ç) Contacting national and international institutions and organizations related to the Center’s activities and carrying out projects and mutual assistance in line with relevant legislation and the purpose of the Center.
Administrative Board
ARTICLE 10 – (1) The Administrative Board consists of five members: the Director and four faculty members experienced in the fields of activity of the Center, appointed by the Rector for three years.
(2) The Administrative Board convenes with a simple majority at least once every three months upon the call of the Director and makes decisions.
Duties of the Administrative Board
ARTICLE 11 – (1) The duties of the Administrative Board are as follows:
a) Taking decisions regarding the management and activities of the Center,
b) Preparing the work report for each activity year and the work program for the following year.
Advisory Board and its Duties
ARTICLE 12 – (1) The Advisory Board consists of up to seven members appointed by the Rector for a term of three years upon the recommendation of the Administrative Board, selected from persons experienced in the Center’s fields of activity. Members whose terms expire may be reappointed.
(2) The duties of the Advisory Board are to evaluate and provide consultative opinions and recommendations on matters requested by the Administrative Board related to the Center’s activities.
CHAPTER FOUR
Miscellaneous and Final Provisions
Matters Not Covered by the Regulation
ARTICLE 13 – (1) In cases where there are no provisions in this Regulation, the provisions of relevant legislation and Senate decisions shall apply.
Entry into Force
ARTICLE 14 – (1) This Regulation enters into force on the date of its publication.
Execution
ARTICLE 15 – (1) The provisions of this Regulation shall be executed by the Rector of Çağ University.
