Çağ University Foreign Student Acceptance Directive

Chapter One

General Provisions

Purpose

Article 1: The purpose of this Directive is to regulate the principles on the acceptance of foreign students to faculties, vocational schools and institutes of Çağ University.

Scope   

Article 2: This Regulation covers the faculties, vocational schools and institutes of Çağ University and foreign students who will study at such units. 

Legal Basis   

Article 3: This Directive is set out on the basis of  Article 3 of the Law No. 2922 on “Foreign Students Studying in Turkey”, the Decision taken in the meeting of the Council of Higher Education on 25.08.11 within the scope of the decision taken on 06.01.2010 by the Evaluation Committee established with respect to Article 3 of the Law No. 2922, and the Principles Regarding Foreign Student Acceptance that some articles of it adopted in the meeting of the Council of Higher Education on 13.02.2013 amended. 

Definitions    

Article 4:

The terms stated in this Directive refer to following bodies:

a. University: Çağ University,

b. Senate: The Senate of Çağ University

c. Board of Directors Çağ University Board of Directors

ç. Evaluation and Acceptance Committee: The Committee consisting of the representative of the Faculties, Institute and Vocational Schools and carrying out the evaluation process related to the Application,

d. Student - Education visa: Entry permit given by border gate and foreign representative authorities or  to foreign students who come to Turkey for education purposes,

e. OSYM: REPUBLIC OF TURKEY the Council of Higher Education Assessment Selection and Placement Center,     

f. TRNC: Turkish Republic of Northern Cyprus.  

Chapter Two

Principles Regarding Foreign Student Acceptance and Education

Determination of Quota and Application

Article 5:

1) The quota for foreign students who will be accepted for the programs is determined with the suggestion of the committee of the related academic unit and the approval of the Senate on the conditions that the number of foreign students must be at least two for the diploma programs which have 50 or less than 50 OSYM general entrance quota, at least three for 51 - 100 OSYM general quota, and at least four for 101 or more OSYM general quota.

2) The acceptance conditions for foreign students, quota and application period are determined by the Senate and announced on Çağ University website.

3) In case there is no application for the quota of the programs opened or quota is not filled fully, for the programs except Law program, quota is transferred to other program quotas of the university by the university committee to the extent that the limitations of quota determination in Article 2/b are not exceeded, and for Law programs, the decision of Higher Education Executive Committee is followed.

Required Conditions for Application

Article 6:

a. Foreign students shall fulfill the following conditions in order to apply to the faculties, vocational schools and institutes of Çağ University:

1) Students must be graduate of a high school or equivalent school acknowledged by Turkish Ministry of Education,

2) Students must get the acceptable score from one of the international exams or high school graduation grading system which is given in Foreign Student Acceptance Criteria Table in APPENDIX-1. 

3) For the candidates of the countries not included in Bologna process, in order to apply for Master Degree, the certificate of equivalence from the Council of Higher Education is required.

The applications of the candidates meeting below-mentioned requirements are accepted:

1) Being a foreigner,

3) Being a Turkish citizen, yet having received the right to renounce Turkish citizenship from the Ministry of Internal Affairs, and the minor children of such parents who are not listed in the document of renouncement and certify that they have the Document of Exercising Rights Accorded with the Law No. 5203,

3) Having double citizenship, being a foreigner by birth, and then acquiring Turkish citizenship,

4) Being a citizen of Turkish Republic and completing entire high school education in a foreign country except Turkish Republic of Northern Cyprus,

5) Being a citizen of Turkish Republic of Norther Cyprus, residing in TRNC, completing secondary education in TRNC and having GCE AL exam score,

b. The applications of following candidates shall not be accepted;

1) Citizens of Turkish Republic (except the ones completing entire high school education in a foreign country except Turkish Republic of Northern Cyprus)

2) Citizens of Turkish Republic of Northern Cyprus (except the ones completing entire secondary education at one of the high schools in TRNC and having GCE AL exam score),

3) Candidates with double citizenship which one of them is Turkish citizenship (except the ones completing the last three years of high school education in a foreign country except Turkish Republic of Northern Cyprus)

4) Candidates with double citizenship which one of them is Turkish Republic of Northern Cyprus (except the ones completing entire secondary education at one of the high schools in TRNC and having GCE AL exam score),

5) Citizens of Turkish Republic completing higs school education in Turkish Republic of Northern Cyprus.

Application Period, Application Process and Required Documents      

Article 7:  

a. The information on quota, the language of instruction medium, preparatory school is announced on the website of the Council of Higher Education.

b. The application dates and period are announced on the official website of the university.

c. The application is made within the application period by filling the Application Form in ANNEX-2 and sending it to the university together with the following documents:

1) Copy of High School Diploma and Transcript of Records (The original copy must be presented during the registration.)  (If Diploma and Transcript of Records are not English or Turkish, a copy of notary certified translation must be presented.)

2) Copy of the passport. (The original copy must be presented during the registration.)

Evaluation and Acceptance Committee   

Article 8:    

a) With the aim of carrying out the final evaluation for the acceptance of the foreign students to faculties and vocational schools of Çağ University, an “Evaluation and Acceptance Committee” consisting of the representatives of the Institute, Faculty and Vocational School is formed by the Rectorate.

B) The Evaluation and Acceptance Committee make decision about the students’ application by carrying out evaluation within the scope of Article 6.                  

Acceptance Letter

Article 9:

An Acceptance Letter is issued by the Directorate of Student Affairs of Çağ University with the aim of enabling candidate students, whose applications to institute, faculty and vocational school of Çağ University is approved, to receive student-education visa.  

Assurance 

Article 10:

Foreign students submit guarantee letter and trust deed which ensure their higher education at Çağ University to the Directorate of Financial Affairs.

Registration

Article 11:  

a. The final registration of the accepted students is carried out by the Directorate of Students Affairs of Çağ University within the scope of “Çağ University Education and Exam Regulation for Associate Degree, Undergraduate Degree and Graduate Degree”.

b. The original copies of the following documents must be presented to student affairs office:

1) The original copy of High School Diploma and Transcript of Records and the Certificate of Equivalence of these documents that may be received from Turkish Ministry of Education or Turkish Embassy in their countries (except the ones completed their education in Turkey and Turkish Republic of Northern Cyprus),

2) The original copy of Exam Result/High School Graduation Grading Document that are taken as basis for students’ acceptance to university,

3) For the candidates of the countries not included in Bologna process, in order to apply for Master Degree, the certificate of equivalence from the Council of Higher Education is required.

4) Notarized copy of passport,

5) Together with the acceptance letter, Education Annotated Visa received from Turkish Embassy,  

Students residing in Turkey receive Education Visa from Provincial Security Directorate.

Having an education annotated visa is not required for the foreigns students completing their secondary education in Turkey and demanding to continue their undergraduate degree education without a break and the children of parents who have working and residence permit in Turkey  education annotated visa.

Having an education annotated visa is not required for the foreigners who gained right to study at a higher education institution and gained right to be Turkish citizen by birth and then acquired another country’s citizenship by receiving the permission to renounce Turkish nationality with the decision of the Council of Ministers (including the ones having the Certificate of Exercising Reserved Rights under Law No. 4112).

6) Notarized copy of residence permit,

7) Tuition fee bank receipt,

8) Six (6) photographs taken in the last three (3) months and the student is easily recognizable.

Tuition Fee 

Article 12:

Education provided at Çağ University is chargeable. Setting by the board of trustees in every year, the tuition fees are announced on the web page of the university.

The students accepted to the programs with scholarship make an advance payment of the determined price.  Scholarships covers tuition fee without VAT. As required by law, VAT is taken based on the amount determined on the basis of full tuition fee.   

Application conditions for programs with scholarship are set out by Çağ University Senate.   

Education 

Article 13:    

a) The education of foreign students is subjected to “Çağ University Education and Exam Regulation for Associate Degree, Undergraduate Degree and Graduate Degree”    

b) Depending on the language of instruction medium of the program that students applied, with the aim of enabling students to start their education immediately, their Turkish and/or English level is measured with the proficiency exam:            

1) English proficiency exam is conducted within the scope of “Çağ University Foreign Language Education and Foreign Language Preparatory School Education Regulation”, and in accordance with the exam results, the relevant provisions of this regulation are fulfilled.   

2) Concerning Turkish proficiency;      

A) Students receiving following scores/degrees from a language education center certified by Turkish Ministry of Education and Turkish test held by the Higher Education Institutions;     

i) Students getting A level score directly start their education,        

ii) Students getting B level score directly start their education, but at the same time they are liable to improve their Turkish level.  

iii) Students getting C level score are granted leave of absence for one (1) year and they are liable to learn Turkish by the end of one year, and they start their education after certifying that they learned Turkish. 

iv) Except for the programs that the medium of instruction is entirely a foreign language, among the students registered to the programs that the medium of instruction is a foreign language, the ones who may improve their Turkish to a level that might be considered sufficient (B level) and the ones with insufficient Turkish level (C level) start their education; however, they are liable to improve their Turkish level by taking Turkish lessons until it reaches to a sufficient level and to prove that such progress is made.

B) The students receiving Turkish Language Proficiency Certificate from a language education center certified by Turkish Ministry of Education and approved by our University’s Senate directly start their education; the students fail to receive such certificate are liable to learn Turkish until the end of one (1) year that they are granted leave of absence, and they may start their education, after documenting that they learned Turkish.

Chapter Three

Final and Miscellaneous Provisions

Issues not Regulated in the Directive

Article 14:

The Senate and Board of Directors shall have right to take decisions on the issues not regulated in this Directive.

1) In case a student misstate the fact or it is proved that a student mislead the administration with any act or treatment, the application of the concerned student is rejected. If the registration is completed already, it is canceled. In case such forgery/misstatement is identified before the academic year starts, substitute candidates from the waiting list gain right to register. Legal action is initiated against the ones whose acts and treatments constitute a crime.

Working Ban 

Article 15:

Foreign students cannot work at any job during their education.

Validity

Article 16:

This Directive shall come into force as of the date of its issuance.

Execution    

Article 17:

The provisions of this Directive shall be exercised by the Rector of Çağ University.
